USA more diversity of locations

I've played hundreds of single player USA games, and have been tracking locations. Overwhelming number of Florida, Texas and California. Would love to see more balance. Chart attached shows past 1000 locations.

I can see a case for Florida being trimmed back based off those numbers. But the others arent outrageous. TX is 7% of the US land, and 9% of the pop. So 10.5% of locs isnt super lopsided, especially when you consider the density of coverage. Cali is 11% of the pop, but only 5% of the land, so the numbers for it arent extreme, it could even be argued its underrepped if you go by a pop model. But Florida is over repped slightly.
I decided to randomly pick 10 States off the list, and every single one was within 1-2% of either land mass, or population percents. You also have to take into consideration some states, like Alaska, Montana, or Idaho arent fully covered. Which dramatically skews how often they can come up. While a place like Texas is about 90% covered.
