Harder scoring curve for moving duels

Suggestion:
Scoring curve for moving duels should be harder than a NM or NMPZ duel. This could be implemented by using a smaller 5K radius on moving maps, for example, using half of the current 5K radius instead.
Why:
- Motivates players to find the right city or do a better region guess in smaller countries, and discourages insta-sending.
- Speeds up games. In moving games, players will have more information and tend to get higher scores than NM or NMPZ, which leads to lower damages per round and long lasting games. A harder scoring will lead to more damage per round when both players' guesses are in the right country thus speeding up the game

If the right location is Arc de Triomphe in Paris, the scoring with different 5K radius are listed below:

What the new scoring curve leads to?
- More damage if a player knows the right city (Creteil vs Lyon, 1109 damage in old, 1950 damage in new). Knowing the right part of the country will be as useful as knowing which country it is.
- Less damage when both guesses are bad (Moscow vs Novosibirsk, 701 damage in old, 176 damage in new). Why bother judging which guess is less bad when both are on the wrong end of the continent?
- Almost no change to guesses in between (Berlin vs Warsaw, 775 damage in old, 742 damage in new)
