This is because some players spam matches with emojis, which can be annoying.

Some kind of mechanism to prevent this would be useful, such as a checkbox or button labeled 'Don't show messages from this user'.

You can now mute your opponent by clicking their portrait next to the health bar in the top right corner of the in game HUD. This works in both duels and team duels, in both party and competitive. The mute is stored in session storage in your browser, which means it is cleared when the GeoGuessr tab is closed, and is not persisted across devices.

FYI  good news...
You can. They recently added a feature to mute a user by clicking on their icon image when playing a duels game. 
I quite often use it. If somone is spamming emojis at me.
