Automatically refund Rating when user gets banned

If a user is found to have cheated, rating should retroactively be refunded for all players who played against the banned account. Currently we resort to emailing support, but this should just happen automatically.

This is exactly how chess.com handles it, automatic Elo refunds. Emailing is ridiculous.
