Official maps are owned by geoguessr themselves. I have put in a very very high amount of hours into denmark and hold the world records on it for all 3 gamemodes.
I strongly believe having replays there would help with the following:
  1. make it much easier to catch cheaters.
  2. make it much more rewarding to grind the official maps
