To reproduce:

In the creator hub, add a new map with polygonal regions and add some regions in Chukotka (the extreme northeastern part of Russia). Then hit the publish button.

Expected: The number of locations in the regions are similar to those in other nearby parts of Russia (i.e. maybe thousands). The map is successfully published.

Actual: Some of the regions have a lot more locations than expected (i.e. maybe tens of thousands), and the map can't be published and a popup reports "Failed to publish map."
