Set up a party and start it, everyone but me can play but since im not in the game there is no way to start the next round. See all portraits but says 7/8 players.

Is this an issue in all Party lobbies you host? Have you tried some troubleshooting as per - https://geoguessr.freshdesk.com/support/solutions/articles/206000056716-troubleshooting-for-common-issues ?
Can you provide a screen-recording if possible? Either through here or through contacting our support. 
Is it a specific game mode or all game modes this happens in?
